Fairfield County resident Ross DeLibro of Shelton was taken into custody at his residence on Tuesday, June 11 following a child pornography investigation, Connecticut State Police announced on Wednesday, June 12.
According to authorities, the events leading up to DeLibro's arrest began in January 2024, when state police began an investigation into the sharing of child sexual abuse material over the internet. This activity was eventually traced to a Shelton address.
Months later, on Wednesday, May 1, state police and members of the Shelton Police Department executed a search and seizure warrant at DeLibro's home. during the search, DeLibro was identified as a suspect and detectives seized computers and computer-related evidence belonging to him. When these items were examined, police found evidence of the distribution, possession, and production of child sex abuse material, authorities said.
According to state police, investigators later determined that nine video files of suspected child pornography had been downloaded from a computer associated with DeLibro's IP address. These videos had been downloaded from a computer running a peer-to-peer client program.
Authorities also found out that the nine files had likely been downloaded from a USB drive that had been plugged into DeLibro's computer. Investigators also found more files of material meeting the statutory definition of child pornography on more electronic devices belonging to DeLibro, including 30 image files and one video file, state police said.
Two of the images appeared to have been produced by DeLibro and depicted a 2-year-old victim touching DeLibro's genitals, authorities added.
Based on the findings from the search, a warrant for DeLibro's arrest was applied for and granted. He is now charged with:
- Employing a minor in an obscene performance;
- Promoting a minor in an obscene performance;
- First-degree illegal possession of child pornography.
DeLibro was later held on a $250,000 court-set bond and transferred into the custody of the state Department of Correction. He is scheduled to be arraigned in court on Wednesday, June 12.
The investigation into DeLibro's alleged activity is still ongoing.
